The CSEQ Risk Manager is assigned risk oversight responsibilities for the Flight Operations Branch. Reporting to the Manager, Risk Management, this position is responsible to identify areas of safety risk, facilitate safety risk assessments and ensure mitigating actions are assigned and tracked. The incumbent will provide guidance on Risk responsibilities and will assist Flight Operations in understanding obligations concerning risk, mitigations and identifying and tracking operational hazards. This position will support and assist Flight Operations’ staff in determining root cause and appropriate corrective actions for identified risks.

  • Participate in all Branch risk assessments and where required, provide leadership and guidance to drive these activities.
  • Work with the Flight Operations management team to identify safety risks, identify required mitigations and to populate the branch Hazard/Risk Register.
  • Provide direct support to the Flight Operations Branch to document and record risks and hazards associated with major Operational changes including new routes, new equipment and significant organizational change. 
  • Serve as a part of the Flight Operations SYNC Committee, and as the Flight Operations representative to the Interbranch Risk Committee meeting.
  • Ensure risk reviews, risk assessments and the management of risk tools and registers are completed in accordance with SMS and applicable Corporate guidelines.
  • With guidance from the Manager, Risk Management, CSEQ and the Flight Operations Company Chief Pilot, oversee and where required, develop, the hazard register and safety risk profile for Flight Operations. 
  • Assess, analyze and prepare for review all available safety data, including materials from CSEQ Safety, Audits/QA, Risk, FDA as well as from Flight Operations Training, the Audit Program, Standards and from industry.
  • Advise Flight Operations audit teams on relevant hazards and risk in support of pending audits and assessments.
  • Work with the CSEQ safety staff and Flight Operations Managers to Identify the root causes associated with risks and capture appropriate mitigations and corrective actions as proposed by the branch. Where appropriate mitigations are not identified, coordinate follow-on actions with the Manager, Risk Management - CSEQ and the Company Chief Pilot as appropriate. 
  • Establish a regular check and verification for all hazards and risks that have been identified.
  • Manage branch risk assessment data and provide routine updates and management reports to the Company Chief Pilot, and to the Manager, Risk Management - CSEQ
  • Assist the Company Chief Pilot concerning the development of appropriate communications regarding hazards, threats and risks. Provide additional updates to CSEQ concerning branch risk activities for the purposes of Company awareness and education.

Qualifications

  •  University entrance minimum, university or college diploma preferred.
  • Formal training in Aviation Risk Management is essential. Training and operational experience as a Manager at a major airline, or equivalent, in Safety, Auditing or Investigations is desired.
  • Strong interpersonal, communication and organizational skills.
  • Self-starter able to recognize what needs to be accomplished and carry out these tasks with a minimum of supervision.
  • A thorough understanding of the Canadian Aviation Regulations (CARs), with specific focus on SMS, is required.
  • Strong written and verbal English communication skills are required.
  • Strong analytical and problem-solving skills.
  • Excellent computer skills in Office (EXCEL, WORD, POWERPOINT) plus a strong ability to learn new software tools including the Rolls Royce AQD safety tool and associated Flight Operations operational software.
  • Excellent team leader/team member skills are essential.
